In one of my bedrooms the outlets work sometimes. the breaker is not tripped.
the outlets seem to work on cooler days and when the day heats up the outlets are dead. again the breaker is not tripped. could it be a bad breaker.

Welcome to the forums! Not sure what cold has to do with it, but the installer of the receptacles (usually the lowest paid worker) used the stab backs on the receptacles to energize them. With the power off, pull the offending receptacles and check the connections to each. If they are stabbed back, remove the wires to the screws on the side. A slight twisting/pulling motion will release them.
