If you're asking about thermal insulation placed in the outlet box where a receptacle is mounted and connected. If so, no, that isn't compliant with electrical codes. Most insulation is flammable, and shouldn't be next to electrical connections. That's why there's a box.

The space between the edge of the box and the wall can be sealed, and a thin foam gasket that fits over the receptacle and behind the face plate can be installed.
