AS many as you like. That stated, you may want to have multiple branch circuits so that the use of a high power tool does not overwhelm other items that may be in use. For example, if you have an electric heater plugged in then you would probably want to have a second circuit for a table saw. If more than one tool is going to be used at the same time then you may want more than two circuits. A dust collector and a table saw would pretty much max out a standard 20 ampere circuit.
Remember, all receptacles in a garage must be GFCI protected. Receptacles should be mounted a minimum of 18 inches above the floor level. Lighting should not be on the same circuit as receptacles.
