Breaker, each one 20A?

Breaker, each one 20A?

Greetings,

As shown in the photograph, this breaker in my panel has two switches on it. One will kill power to an outlet in the garage and the other to devices upstairs.

Both are labeled 20A. Does this mean that the outlet in the garage can be considered a 'dedicated' 20A breaker? Or is each breaker 10A and add up to 20A between them?

Tandem breaker both on the same bus. Each is 20 amps.
