Aftermarket car defroster. 4 lines work, 4 lines don't. Help!?

Aftermarket car defroster. 4 lines work, 4 lines don't. Help!?
Hello. Forgive my ignorance on the subject, but that's why I'm here..
My new car's defroster was destroyed before I bought it so I bought an aftermarket one. After installing it, I'm finding that the bottom four lines are working and the top four aren't.
From looking at it, it seems that it should be working!
I've tested continuity with my multimeter and every grid line will register continuity with every other line.
I've swapped the positive and negative plugs and it's still only the bottom four that work.
I've included a picture of the setup for a visual.
The black lines are the grid lines, the green lines are brass bars, and the blue lines are 14 gauge wire (because the existing wires weren't long enough).

Did you totally remove the old defroster as it is probable that it is shorting out your new one. Verify that when on you get approximately 12, 9, 6, 3, and 0 volts at the green bars.
