gfi, breaker or short
I have an electric lawnmower that went bad and wound up popping the breaker each time I tried powering it on. I would reset the breaker and try a fix to the mower only to pop the breaker again. I then tried another outlet (different circuit) and it did not pop. When I went back to the original breaker it was still on but all the outlets on its circuits were now off. I reset the breaker, no luck. I found a gfci on that line tried the test and it would not reset. I read that gfcis need power in order to reset so I assume that is the issue with the gfci. I tested the breaker and it showed as good but I swapped it out with a new 20 just in case. No luck.

Welcome to the forums.
The next step would be to pull out the GFI receptacle (don't disconnect it yet) and check for power at the line connections.
