Dummy with light switch
Garbage disposal went South (10 years old) tired to reset and checked for a jam, no GO. Bought a new disposal (dumb move, later) installed and still no power to unit. bought a new two toggle switch ,(Levitron) as the receptacle controls both light over sink and disposal. Rewired just as the old one was installed and now the uppers switch runs both the light and disposal simultaneously and the lower switch (was for disposal) is dead. Need suggestions (I know journeyman electrician.

Most duplex switches have one pair of terminals joined with a tab for the input, and two deparate tabs for the outputs.
Unless you are supplying the switch with two separate inputs you should not need to break off any tabs on it. Splice all of the neutrals together. Terminate the constant hot wire to the input terminals. Terminate the hot feed for the light to the upper output terminal and the hot feed for the disposal to the lower output terminal.

With a duplex switch the constant hot (line) must go to the side with the tab. In your case the tab is not broken. Either you put the hot on the wrong side are mixed up the line wire (constant hot) with a load wire.
