dedicated circuit breaker won't turn back on

The only thing this circuit covers is the washing machine.
The plug is in the wall, basically about three feet from the box.
Last I heard, everything was fine, but now the circuit has tripped and won't reset.
The washing machine is not running, so there shouldn't be anything on the circuit.
But I tried turning it off, and then on again, and do deal.
Help?

Sounds like a dead short.
Shut the breaker off, remove the wire and see if it can be reset. If so then there's a ground touching a hot wire some place or the outlets trash.

I would turn off that breaker and check for a short. At first I would focus on the receptacle but it could be anywhere. Luckily it's very close to the panel so it should be easy to find.

If you don't find a short try a different breaker. The panel probably has another one of the same amperage that you could temporarily hook the washer's wire up to. If the test breaker trips there is probably a short somewhere. If the test breaker does not trip the original one may be bad.
