GE Electric Water Heater problem

Help someone. I have a GE electric water heater and it takes forever for water to get hot. It has dual heating elements but only one is pulling current at a time. I thought they were both suppose to come on. The wiring is exactly like this... https://www.google.com/search?q=ge+e...l%3B952%3B1799

Is this a new water heater? Only one element should operate at a time. From a cold start, only the top element should come one and heat the top of the tank till the top thermostat is satisfied. Once the top thermostat is satisfied, the top element should shut off and power is directed to the lower element to heat the bulk of the tank's water. As you start using hot water, the bottom element should cycle on as needed to keep the tank hot. If you use a lot of hot water, the top element will come back on (bottom element shuts off) to recover and attempt to continue delivering hot water. As the top thermostat is satisfied again, the process continues with the bottom element. If it takes a long time to heat the water, you need to do some troubleshooting with a meter to find the problem. You need 240 volts to operate the unit, I'd start by checking the input voltage to the top thermostat.
