Can a 12V 1.5A Lithium Iron Phosphate charger be used on a 12V 7.0Ah rechargeable Lead Acid battery?

Probably not. Lead acid batteries are charged based on voltage only.

Lithium batteries use tightly regulated and exotic charging patterns.
