Nm sheathing

Happy new year all. I'm replacing a device box and found that the original installer cut the romex sheathing around a 1/2" too short on two cables. To compensate, they wrapped the cables in electrical tape to protect the conductors where they enter the box. There isn't any slack left in either cable. Is this normal procedure for electricians? Thanks

The sheath should extend at least a quarter inch into the box. What was done is a violation, but I would not consider it a serious hazard.
