T5 32W bulb with 15W ballast. Should it work?

T5 32W bulb with 15W ballast. Should it work?

Electronic ballast feeding fluorescent T5 bulb in my steam shower just "died" and I discovered that the ballast is labeled "12V Electronic Ballast AC12V / 50~60Hz 2.5A 15W", while the bulb is T5 35W. Is this a valid setup? Can ballast wattage be 2.2 times less than the wattage of the bulb?

I would venture a guess as to this being the cause of your dead ballast.
