Moving a 240v outlet
At a relative's home we added a 200A sub-panel to a centrally-located laundry room. One of the new circuits we installed is a 240v dryer outlet that has about 15ft of 10/3 NM-B wire running to it. Since they have a gas dryer the outlet has never been used.
Now (3 years later) they buy a 240v welder that needs it's own circuit. I want to move the outlet from the laundry room to a shed. The length of wire needed should be approx 80ft. My questions/concerns are:
1. Can I splice onto the end of the 15ft existing wire (after removing the outlet) or should I start with new wire at the panel? The splice would be for convenience, as it is already headed in the right direction.
2. Is 80' of 10/3 good enough to run a welder (sorry, no specs) or should 8/3 used instead?
3. Would adding a dedicated ground near the new outlet be a good idea?

The receptacle for the welder will already be grounded. You do not need a second ground.
Type NM cable cannot be used outdoors.
Many welders are 240 volt only and use xx-2 cable, not xx-3 like you have.
