Electrical Drawings

On the electrical drawing if the outlet is not mounting at a standard height then number indicating the height ex 46 is listed next to the outlet. What part of the outlet is used for the measurement. For example does 46 mean that the bottom of the outlet is 46 inches from the floor?

Is there any convention to how panelboards are numbered or can any designation like X, Y, Z be used.

There should be a key that tells you how the measurement pertains to the device.

As far as panel designations..... you can make them anything you want. You try to label them intuitively so that their designation means something.

In commercial we use LV-1, LV-2 for low voltage panels (120v/240v) and HV-1, HV-2 for high voltage panels (277v/480v). Normally in a commercial job the architect specifies the panel label.
