NM - B outdoor

Is it OK to strip the cable jacket and paper wrap from NM - B cable and use the insulated conductors inside plastic conduit? If so, does the ground wire also need to be insulated?

I have a 2' run through conduit beneath a deck from a Jbox to a GFI.

No. The wires aren't marked so they can't be used outside the sheath and they are not rated for wet use (all outside conduit is considered a wet location because it is assumed it will eventually fill with water no matter how well sealed).

Move the junction box to the side of the house and bring the NM into the back of the box.
