Sleeve needed for Schedule 80 through Cinder Block?

Question Sleeve needed for Schedule 80 through Cinder Block?

If I am going through a Cinder Block wall (foundation) with Schedule 80 conduit do I need to sleeve the hole in the Cinder Block? The wires are protected via the Schedule 80 conduit, but from what I understand it comes into question whether or not the conduit itself needs protected. I have tried to research other electrical forums and even NEC codes, but I had problems finding an answer. I do know that if it was a water pipe going through the wall then it would need a sleeve.

You can run your conduit directly through the masonry. Add silicone or other sealant at both sides where it penetrates the block to prevent condensation.
