Ceiling Fan Wiring

I would like to take a extension cord and cut off the female end and use those wires to power my fan for now. Its already wired in the attic but there is no juice right now and it's to hot to go up

Why would you need to go in the attic to get your ceiling fan if the wires are already there? Why is there no electric?
