With some companies you can special order in between sizes.
Basically the size of the wire dictates the largest sized breaker you can use.

General purpose circuits are limited to 20 amp maximum. Why are you looking for 25 amp breakers?

if you wire an inverter into a panel 120v it would be good to use a bigger breaker as long as the feed wire was heavy enough..

So, the 25 amp breaker is to protect the inverter?

What size wire do you intend to use on this 25A circuit?
Is the 25A circuit protecting HVAC equipment?

edit - p.s.- Are you proposing a grid-tied inverter setup? Please be more specific with your intentions here?
