Splitting 200AMP service to 2 - 100AMP Panels

I have an older house that I moved onto my property and I have installed baseboard heat into. I bought a 100AMP panel for the basboard. The pole has 200AMP breaker on it and Double ought running into an empty panel box in the crawl space. I would like to divide the 200AMP double into 2 100 amps circuits to feed the panels... Was thinking of some type of fusible link.

How high is the crawl space? Here it would be less than 4 feet or less and unsuitable for any panel. Assuming the panel is 200 amp and it is rated for two 100 amp breakers put two breakers in it.

It is around 5 feet.. my 13 year old son can stand in it. It is an empty panel box.. nothing in it.. I would like to mount whatever I could use in it.
