What constitutes a finished space according to the NEC?

There really is not a definition of a finished space. It would be up the the AHJ in your area.

IMO a finished space is one that is finished. Walls and ceilings are sheetrocked and painted (or at least primed), and flooring is installed (which can be just paint).
