outside light bulb blows every time new one put in

1 outside light (connected to another 2 on the same circuit) is blowing every time a new bulb is put in.
How can I find out what is causing this?

Dirty or poor contacts, loose connection at the wire nut's, kill the power at the breaker and check it out.
Sometimes it's as simple as the tab where the center terminal in the bulb makes contact needs to be bent out a little.

I think it is on the same circuit but it sems someone has put urethane filler around a receptacle in an outside shed.
Firstly, is it dangerous to have urethane immediately around a hot wire on a receptacle even if it isn't in use?
2. Could the uretahne have made a short in the circuit blowing the bulb in another recptacle? I assume if there was a short it would have tripped the breaker?

The foam didn't cause the problem. You don't have a "short" circuit, or the breaker would trip. You have a bad light socket or a problem with the center terminal as Joe mentioned.
