220 volt wiring

trying to wire a new dust collector. Specifications call for 220 volt circut. I installed a 20 amp doulble pole circut breaker, wired a 20 amp outlet and a plug on the collector. There is power to the outlet as tested by a simple detector. However, the collector does not turn on. I am not sure I have the right type of plug and outlet. I used 10-3 wire to the outlet. Wired red to one side, balck to the other, white to the green screw and the ground to the gang box. There are three wires from the collectors, red, black and green. Any suggestions where I should start looking?

I do not believe you used the right receptacle and plug.
Did you install the pigtail and male plug?
What is the amp rating of your equipment?
I see a major concern with your white wire going to the green screw. This leads me to believe that you installed a regular 120 volt receptacle for a 220 volt load.
Do you have two straight slots and one round slot?
Do you have two brass screws, one silver screw, and one green screw? If not you probably have the wrong receptalce and plug.

Thanks for your help. When you asked about the 2 brass and 1 silver screw, I knew what I did wrong. When the sales clerk at the home store told me I had the right outlet and plug I thought something was wrong. Tomorrow I will buy the proper supplies. Once again thanks for you help.
