I have double fluorescent tubes in the dressing room. Both strips blew and I replaced them. One strip didn't work and the other worked for 20 minutes then went out. Now when I switch on there is a buzzing sound and neither light works at all.They don't LOOK blown.

Is this the ballast, and if so, do I just unhook the wires, replace the ballast and then rewire, and is this fairly easy? Also how much is a ballast?

Check on the label of the ballast and see if the voltages say 277 volts. Are these fixtures new? Why else would both fixtures fail so rapidly?

Often times the cost of a ballast would be close to the cost of a new fixture.

The ballast shows 277 volts. The fitting is 2 years old. This is the first time the lights have blown. As I say I dont think the new strips have actually blown. They just dont work!!
