Is Ground Wire To Pipe Okay?
I would like to know if it is safe for optimum to install a grounded wire with a clamp around my electric pipe for my home.

Grounding conductors go to ground rods, metallic water lines and Ufer grounds, not electrical conduits.

They installed cable service for my neighbor but used my electrical pipe to ground a wire with a clamp around the pipe.

Telephone and cable TV companies routinely "ground" their systems to a nearby electrical conduit. I don't know if this is entirely kosher with the National Electrical Code (I don't know that it isn't, either) but it is a common practice.
The requirements are in Article 800.40,B(1) and (2). in the 2002 NEC.
