I moved your thread to the electrical forum.

You did good by running 10-3 w/ground cable but you need to change your dryer cord to a 4 four prong plug and use a 4 wire receptacle.

It's no longer code to wire a dryer without a separate neutral wire using a 3 prong plug and receptacle.

Is this an attached or detached garage. How you do it depends on that.

It is a detached garage,,,,,,
You need a subpanel in the garage with a 4-wire feed to it from the house. You need a ground rod at the garage and the neutral bus in the panel must be isolated from the panel box. You need a ground bar added to the panel. Best to use a main breaker panel for the subpanel. All garage circuits will be fed from the subpanel in the garage.

PJ gave the right answer already.

You did good by running 10-3 w/ground cable but you need to change your dryer cord to a 4 four prong plug and use a 4 wire receptacle.
You CANNOT use the 3 prong receptacle. The bare ground and white DO NOT get terminated together at either end of the cable. The bare ground terminates on the ground bar in the panel and on the ground terminal of the 4-wire receptacle.

I just tested uploading a pic with my IPhone, and it worked. Your pic may be too large and has to be resized.

There has to be power in the garage already because the OP has mentioned he has a garage door opener and lights.

What a mess. Is that picture from the garage? That needs to be totally redone. I doubt it even met 1950s code. It should all be replaced all the way back to the main panel. Is the main panel a breaker panel or a fuse panel? If you can post a picture of your main panel with the front removed.

We are glad to help but best will probably be to redo power to the garage starting from scratch. Just answer all are questions and we can work through this step by step.

Did you mean the picture already posted?
If so what does the writing on the cable to the garage say?

You need need to start with replacing the fuse box then removing that mess in the picture and running a 4-wire feed and subpanel to the garage. I doubt what you have now is safe.
had 110v just enough for garage door but not enough for dryer that needed 220v
Nominal voltages for residential are 120 and 240 not 110 and 220. A dryer is 120/240.
