Electrical code for outside Erie

Found a wire in the ground when digging randomly.
I suspect this wire either runs to a submersible pump in the well or the 30A for the garage.
Can the wires just be exposed like this in the ground buried?

The burial depth is not deep enough. Also cannot see if the cable type is for burial .

Could it be for cable tv? Quite often they only bury them a few inches under ground.

How can I tell if it's for burial?
Secondly if it is, it can just be buried as is but deeper?
It's black cable (looks like 10/2,)
Could also be old junk cable - anyway to check for current? A stud electrical finder will just pick up the copper...

Hold a non-contact voltage tester on it. If it doesn't beep, it is not hot. If it does beep, it MIGHT be hot but more investigating would be needed.

There should be some labeling on the cable repeated. Check it and tell us what it says .

Could be low voltage landscape lighting or irrigation system -- anything like that in the yard?
