Electrical code for outside Erie

Found a wire in the ground when digging randomly.
I suspect this wire either runs to a submersible pump in the well or the 30A for the garage.
Can the wires just be exposed like this in the ground buried?

The burial depth is not deep enough. Also cannot see if the cable type is for burial .

Could it be for cable tv? Quite often they only bury them a few inches under ground.

How can I tell if it's for burial?
Secondly if it is, it can just be buried as is but deeper?
It's black cable (looks like 10/2,)
Could also be old junk cable - anyway to check for current? A stud electrical finder will just pick up the copper...

Hold a non-contact voltage tester on it. If it doesn't beep, it is not hot. If it does beep, it MIGHT be hot but more investigating would be needed.

There should be some labeling on the cable repeated. Check it and tell us what it says .

Could be low voltage landscape lighting or irrigation system -- anything like that in the yard?

Should I just call an electrician?

I bought a 50yo house. Copper wiring, 100amps. These are the series of events... Day 1 - Garage receptable wasnt working (mentioned it to realtor). Everything else including sunroom was working. Day 2 - I checked again and voila. Garage receptable was working. From there on, it worked. I had plugged something in about every week or so. Day 50 (or so) which is cpl days back - Garage receptable didnt work when I went to mow my lawn. It was a new 13amp mower, I was using for the first time. So I plugged in my sunroom, mowed for about 15-20 mins. and suddenly the mower stops again. obviously I thought the mower went bad. But I find out that the sunrooms receptable (all GFCI) stopped working. Even the other lights in sunroom are not working. Everything inside the house is still good. I checked the circuit breakers and they are all good. I have average base electrical knowledge. But I like to DIY. What can I try to do? Theres no hurry as I have alternatives. I dont want to call an electrician and have a "I could have done that myself" moment.

Electrical circuit question

I have a circuit at my home with a couple of ground faults and then the usual stuff lights , receptacles,, and switches. A few weeks ago the breaker in the main panel tripped and I could not reset it. I checked both ground faults and I could tell that they were burned. So I replaced them with new, but the problem continued. I was checking this weekend and found a loose hot wire on one of the inside regular receptacles, fixed that, then I checked the outside deck light and saw that a lead to the light was burned and I could see copper so I am guessing that is where my problem is. Which leads to my question. There are two 14-2 cables coming into this box, I have two outside lightson this switch so one 14-2 must continue on to the other outside light. So I am wondering about the condition of the two 14-2 cables. They do look okay as far as the black insulation goes but there must be a clear film of some sort that maybe protects the insulation and this clear film is loose andis able to be pealed right off, So I am just wondering if they got hot and maybe should be replaced just to stay on the safe side?
