No ground on metal wall light

I have an outside metal wall light that has no grounding screw anywhere.
Can I just drill a hole and put a metal screw in to ground it?
Can it be any screw uncoated, galvanised OK?
Any other recommended ways to ground it?

Mounted on a Tee bar?
Metal box?
Does the feed wire have a ground?

Feed wire in the octagonal junction box has a ground, yes.
The light then has a metal box that fits over the junction box. This is welded onto the rest of the light, which is metal.

If the metal junction box is grounded, then the metal light box is connected to the grounded junction box, it is then also grounded.

Wouldn't paint on the metal box prevent a good ground connection?
