Question How to convert this outdoor junction box into an outlet?

Please mention specific parts.

I have a fair bit of DIY experience doing indoor electrical, but not outdoor.

This junction box seems to lead to my lawn outlets (to be used for water fountains etc.)

That's called a pull ell. It's not designed to have a receptacle mounted to it. You may be able to pull the wires out of the pipe, cut the pull ell off and replace it with a pull tee. Then you could put a short piece of PVC up to a weatherproof electrical box.

How would you stabilize the new electrical box so it doesn't move around?

Instead of using a short piece of PVC to the box.... use a piece of seal tite. It's a flexible conduit you run wires thru. Then you can fasten the box to the seam between the rocks or set a wooden post to mount to.
