Cables coming out the side of my house

Hi all again.

I have a question. On the photo below you'll see an electrical thing coming out from my siding.
Is there a way to know what this is and wether I can remove it or not?

Thanks!

Looks like an old phone connection block.
Was it mounted up and is now hanging ?
Looks like writing on the cover... what does it say ?

What's on the back side of that wall? Can you see anything that may have been hooked to?

Thanks.
Below I'm sending 3 more photos.

On the other side of the wall there's an electrical outlet, but it's not aligned ( the outlet is much lower and to the side).

Yes. It was mounted up, but I unscrewed it. So now it's hanging.

More photos:
Could it be the alarm system?
If it is, do you know if it's low voltage?

As you can see it clearly says "Bell System" on the cover and the wires are obviously telephone cable. It is exactly what every one has said it is. It is a phone connection box.

I am extremely puzzled here. Normally the phone line from the pole comes down the wall outside the house, connects to that grounding block and is then sent inside to your phones.

The phone company cable drop is that heavy black cable and comes out of the wall. There is a solid ground wire and the D station quad cable. It's almost like the house was sided over the cables.

Definitely an old lightning protection block for phone lines.

The original wires are probably run down on the outside. I got a feeling the house was resided with vinyl and just the block was brought to the outside so not to cover it up.
