Is it safe to hang curtains over an electrical outlet?

I have just purchased long curtain panels for the big window in my dining room. Just off to the side of each side, close to the floor, are electrical outlets. I want to hang these curtains in such a way that they would cover the outlets, but I am concerned about the safety of doing this. There are a lot of outlets in the room so I would rarely, if ever, use them. Is this a fire hazard? And if so, would outlet covers such as those used to "child-proof" outlets eliminate this hazard?

The house was built in 1980 and renovated in 2010 and the outlets are grounded.

Yes, it's safe to hang them over outlets. I do all the time. It's not safe to have them near electric heaters or electric baseboards, however.

Covering the receptacles is not an issue. Covering over heaters is a different thing.

No further receptacle covers would be needed.

We do it all the time. only problem is when we do use the outlet the cord interferes with the curtains.

The receptacles are not going to arc to the curtains.
