Upstairs light switch/outlet wiring confusion!

Upstairs light switch/outlet wiring confusion!

I'm confused on how a switch and outlet is wired my upstairs bedroom? No matter the position of the wall switch (on/off) there is power on all outlets. Basically the wall switch does nothing but all outlets work.

I was told in an upstairs bedroom that the correct way is the first plug in the first outlet after the switch is switched and the other plug on the same outlet is constant power and that plug powers the rest of the outlets in the room?

Kinda like a garbage disposal/dishwasher circuit without powering other outlets. Is this true and do I have wiring issues?

It sounds like a half switched receptacle was replaced and the tab on the brass side was not removed. Tell us all the wires and connections at the switch and first receptacle.

Did you check both the top and bottom of the outlet?
