Melted Fuse Box

Would a properly functioning fuse box cause a fuse and ultimately the fuse box to melt?

We'll need more information than that.

Is this in a house or car ?

A properly sized fuse in the circuit will not cause any damage.
An oversized fuse offers little to no protection and damage can and will occur.

Usually when that happens there's some sort of corrosion or loose connections. Simple aging, damage, poor maintenance, bad installation, design flaws or improper fusing could all contribute depending on the circumstance.

I usually see them melt at the contacts for the pull out fuses.
