Pull power from pot lights for a new outlet?

I'd like to install an electrical outlet in the floor on my main level, but it's tricky because I have a finished basement. The basement has a finished flat ceiling with an array of potlights. The ceiling is also sound insulated with Roxul Safe 'n Sound which I recognize I'm going to have to pull out and replace. My question is: can I pull power from the closest pot light? Or do I need to cut across my ceiling and down the wall to the junction box?

Welcome to the forums.

For the most part... no..... you cannot take power from the pot lights.
The biggest reason is that the pot lights are switched and the power is off when the switch is off.

You may have an application where power went to the pot light first and then down to the switch with a switch loop. In order to determine this you would need to open and check each light.
