How low can a breaker box be placed?

How low can a breaker box be placed?

I have looked all over the net and found a height limit of 6ft. 7 for the maximum height of the top of a breaker box. I need to move my box closer to the floor to make some clearance for a counter top. How close to the floor can I put my breaker box. My house has a crawl space, if that makes any difference.

There is no minimum height to the floor, just the maximum height to the top of the panel. It can not go in the crawlspace.

I need to move my box closer to the floor to make some clearance for a counter top.
The panel can't go under a countertop or in a cabinet.

That height limit is actually to the center of the handle of the top breaker or switch.

Clear space in front of the panel has to be maintained from floor to ceiling, regardless of how high the panel is mounted on the wall. National code has no minimum height, but I have seen local city codes which have a minimum. There is a 24" minimum in any areas that may have flammable vapors such as a garage.
