Breaker Showing Voltage While off

I've been in the process of installing a dishwasher by getting rid of the garbage disposal and using that circuit for the dishwasher. I've been getting a reading of 34V in the panel on the breaker when it is off. But if I turn off the breaker below it I get a reading of 0 volts. Also, if I have the breaker below it on but I turn the garbage disposal switch to on I get a reading of 0 volts on the breaker. Any insight?

If you are using a digital multimeter it is probably a spurious reading. Buy a cheap $8-$15 analog multimeter and check again.
I turn off the breaker below it I get a reading of 0 volts.
That is probably where the induced voltage your digital meter is reading is coming from.
