Disposal works but nothing else

I have an outlet under the sink that the garbage disposal is plugged into. It works fine. I bought a pump for bottled water and plunged it into the same outlet. It doesn't work. I took off the outlet cover so I could reach the wires with a multimeter and I can't get a reading. I replaced the outlet with a new one and garbage disposal works but nothing else. I should have 120 volts between the black wire and the white wire. Can anybody help?

You will need to convert the receptacle to half switched. Tell us all the wiring at the receptacle.

Is there only one pair of black and white wires in the box? If there is it means power goes to the switch first, and will require running a new 12/3 cable between the switch box and receptacle box.

If there are more than two wires in the box (plus ground), then it should be possible to convert it to a half-switched.
