Fire blocking above Electrical Panel?

I've been slowly working on finishing my basement, and I have the walls framed out with plans to frame and sheet rock around my Electric Panel.

But now that I start thinking on fire blocking the walls, I don't see any easy way to fire block behind/above the electric panel. I must have 8 to 10 romex wires leaving the top and then going into the top sill and into the upper walls of the house.

What have you/others done in this case? I can fire block the rest of this wall without issue and will need to use 2x6 since the wall is built ~ 3 inches off the wall. And I can spray fire block foam in each hole above the electric box. But I can't see any way to fully fire block that entire ~ 14 1/2 inch section above the panel.

Use fire block caulk around where the cables penetrate the floor.
