20 amp female 3 pins to 30 amp male three pins.

This male three pins plugs into my clothes drier, 30 amps:

20 amp 3 pins extension cord into same recepticle for the 30 amp see above.

Is there an adapter for this? 20 amp female 3 pins to 30 amp male three pins.

Extension cord is for welder rated at 20 amps.

Are you sure you have the correct extension cord for your welder?
That is 120V 20A plug. Not a 240V. With welders generally being 240V, I think you might have a wrong extension cord. If your welder really is a 120V 20A, you are better off using kitchen outlets, which are supposed to be on 20A. You probably will have to change existing outlet with 20A since most homes only have 15A outlets.

Don't want to be pulling 20A thru a 15A plug. Would make more sense to pull 20A thru 30A recepticle, with proper adapter...

You won't be if you change the outlet on 20A circuit to 20A.

Would make more sense to pull 20A thru 30A recepticle, with proper adapter...
This is illegal and therefore, proper adapter does not exist.
Also, 3 prong dryer outlet does not have a neutral. It shares ground wire as neutral, which is illegal now.

I have a similar welder (Lincoln SP140). Your dryer is 240v and your welder is 120v. There is no adapter and trying to make one is a very bad idea.

If you're doing small work, you can get a 15 to 20 amp adapter to use the welder on a normal 15 amp outlet, but it cannot be used on the highest setting without tripping the breaker. You'd be limited to about 1/8" thick steel before it'll trip the breaker. My manual shows the adapter and the max settings for 15 amp input. If yours isn't clear, call Lincoln, their tech help is pretty good.

If you'll be needing the welder at higher settings, your only option would be a 120v 20 amp circuit. I have seen many houses wired with 12 gauge wiring and 20 amp breakers, but use 15 amp receptacles. If that's the case, swapping a 20 amp receptacle would be easy. Just don't do that unless you know that it's 12 gauge wiring.

I prefer to say that it shares neutral as ground OR the grounding is through the neutral as the neutral conductor in a NM cable must be insulated.

I'll go with the recc for light welding with 15-amp adapter.

No way to know what gauge wiring is. House is 50 years old.

What do you think it would cost to wire in a 20-amp breaker at the service panel?

I wouldn't recommend running welder on 15A circuit. Even if the welder is pulling less than 15A, there will be some voltage drop due to high load.
It will run ok on low settings, but may have difficulties welding on higher settings.
Even Harbor Freight 120V welder with 15A plug says use it on 20A circuit.

It might be ok if 15A outlet you are tapping into isn't too far from the breaker, but cannot always guarantee that.

Why don't you use the washer outlet? Replace it with a 20A GFCI if it isn't already and you'll be good to go.
