Can I use 30 amp instead of 20?
As the title suggests, I was curious if it would be possible to up the voltage on the fuses I am using.

Changing fuses will not do anything to the voltage. Fuses limit current.
To answer your main question, No. Unless the wire the fuse is protecting is #10 copper, AND the circuit is not a receptacle or general purpose circuit, the circuit will likely only be limited to a 20 amp or smaller. On that same line, the fuse can only be a 20 amp if the wire is #12 copper, or 15 amp for #14 copper wire.

No and in fact the two 20 amp fuses probably need to be changes to 15 amps. Fuses are to protect the wiring. On a panel that old the wires are probably #14. Without correct size fuses the chance of fire is greatly increased.
Fuses are rated in amps.

Thank you guys for the prompt response, I just moved into a new apartment and the power in the kitchen recently went out. I will go down to the local appliance store and switch it out to a 15 amp fuse.
