Retrofit pipe around loose electrical cable outside

Just bought a building where on the 3rd floor there are 2 electrical wires just hanging loose not attached to the wall and not protected. 1 connects to an outside light. The other goes to the roof somewhere.
Is there a pipe I can retrofit around this without having to disconnect the wires?

Do they sell for example conduit cut in half lengthways so you can stuff the wire in and then secure pipe to the wall without having to fish wire through it all?
it's about an 8ft length of nmd not attached at all.
Picture in daylight...

External raceway?
Split conduit?

Place pieces of wiremold over the cables or build a wood chase to cover them.

Panduit has plastic duct that opens to allow cables to be enclosed.

Electric cables NM something but have been painted many times over the years ago can't read the rest.
