Exclamation Dryer not working in old home

Hello, big question, I have an old house, with that fuse box that has screw in fuses like the bottom of a light bulb? Anyway, my dryer isn't working, it's a 3 prong receptacle, I had to switch the cord on the dryer because it was a 4 prong. It was a 240v cord. However, the dryer says it needs a 250v cord. Is it the cord? Do I need to get one that says 250v? I would think so but the mystery deepens.. I checked the fuse box. None of the fuses are blown, but it has the word "dryer" scratched into it and arrows pointing to two empty fuse sockets.... I checked the plug and did see a tiny scorch mark inside.... Could it be crosswired? Please help me out. I'm lost.

If you bought a 3 wire dryer cord it is right. 2 outside wires go to the 2 outside lugs on dryer. You will need to get 2 30 amp fuses to go in the fuse box.

You don't know if you have no voltage at all or are missing half of the 240v.
Without a voltage tester or analog meter.... NOT a non contact test pen.... all there can be is guesses.

The 250 is a rating of the voltage, not a requirement for the voltage to be 250.

There was a jumper that needed to be moved during the switch from 4 to 3 wires.

Do you have a voltage tester, not a non-contact detector?
