Where the heck is the main?

Visiting the bro-in-law in Georgia. He asked if I could swap out a breaker in the box. It is a Square-D. Opened the panel, but can't find the blankey blank main. Saw lots of big breakers, but could not identify the main. Turned off all the big ones, but some lights stayed on in the house. He doesn't know of any other box in the house.

I got to believe this is subpanel, right? BTW this is full size box, the panel cover has got to be 30" long and the wires going into the box look like # 6.

That is a main lug panel. It doesn't appear to be wired as a sub panel, as I don't separate grounds, but technically it is a sub panel. That means there will be a main disconnect breaker near the meter. That panel looks to be wired with 200A cable.

Look outside near the meter for another panel with a disconnect means.
