Convert 3-way switch to 1 single pole switch and 1 outlet-complicated
70's ranch house, wiring mess
Hallway Switch 1: (want to convert to outlet): has 4 incoming Romex cables: - 13 wires total.
a) Cable 1 (black/white/ground) is feeder-hot, and the only hot wire in the receptacle.
b) Cable 2 (black/white/ground) supplies power to the bathroom light switch
c) Cable 3 (black/white/ground) powers 2 outlets in a bedroom
d) Cable 4 (red/black/white/ground) is the light switch.
Hallway Switch 2: (want to convert single pole switch):
has 1 Romex cable containing 4 wires - ground, white, black and red.
How do I convert hallway switch #1 into an electrical outlet, and maintain power to all the other downstream switches and outlets
How do I convert hall switch #2 into a single pole light switch?
Should I splice black with black, white with white.

Not complicated at all once I know all the wiring.
You're missing something.
Cables 1, 2 and 3 will be white to white and black to black. These are always live cables. We don't need to discuss what they go to.
Cable 4 is the three wire cable that goes to hall switch 2.
You said hall switch 2 has red, white and black on it from one cable.
You are missing the cable to the hall light..... Cable 5 ?
At switch 2...... what color is on the dark/black screw ?
At switch 1..... what color is on the dark/black screw ?
