Wiring Question For Hot, Neutral, Ground

Hi Everyone,

Here is a pic of a light wire I have open:

Unfortunately there are no colors (black, white, green) on the wires, just black electrical tape.

I have a voltmeter and I've identified the hot wire. Would anyone be able to help me on the steps I need to take in order to determine which wire is neutral and which wire is ground?

The neutral should be identified, commonly by small ribs in the insulation.

The fixture was removed from that cable and it appears there is heat shrink over the wires hiding their markings.

If you can't see the colors you will need to turn power off and use an ohmmeter to find out which is which. You can't use a voltmeter for ground and neutral because they ultimately connect to the same place in the electrical panel. You'd have to open the connection up at the canopy and check each wire one at a time.
