main panel

My elec. service comes down the pole and goes into a pedestal with a meter.
Its about 4 ft tall and I cant open it so I dont know if its got an interior disconnect. I would guess it doesnt have one inside the pedestal but it has a pull out surge protector on the side. Although it seems pretty tight so I dont know if I really could pull it out.
. ANyway is my panel a main panel or a sub that should be unbonded.I am fairly sure my main 200 amp panel is still bonded ground/neutral.What do you think.

The first means of disconnect after the meter is the service. This is where the neutral bond takes place.

Why are you questioning what is there?
