Whole house surge protection system vs surge protection breaker

I am looking into replacing my old TVSS and it looks like I have two choicesThe breaker option is nice, but it doesnt come with an AFCI or GFCI supported breaker. Since all breakers now have to be AFCI, how would this work? The other one is three times more expensive. Not sure if its worth it.

All breakers do not have to be AFCI. Use it for garage, basement, and outside circuit/receptacle.

I know they dont have to be but I want everything to have protection.

Does the $230 system offer a lot more protection or is it overpriced?

The cheaper one is 40,000 amps first surge and the and the expensive one is 140,000 amps first surge. Read the spec sheets.
