Voltage fluctuation related to Water Heater

I have a electrical water heater at home. On switching on the same, various other appliances show changes in functioning. All goes back to normal on switching the heater off.
On switching on the heater the following happen
1. Fan speed reduces in all rooms
2. Few bulbs switch off
3. Tube lights that are on prior to switching on the heater stay on. No new tube lights can be switched on after switching on the heater.
What could be the reason behind this issue?
Kindly please advise.

I'm not an electrical pro but sounds like a poor connection somewhere. The best place to start is with your local power company to have them check the incoming power. I would do this as a high priority.

Are other things around the house not working during these issues? You may have lost one of the hot legs coming into the panel.
