Am installing a outside outlet. Using pvc box. Should I seal up the lower hole or leave it open?

Are you talking about 120 volt AC in the box or low voltage/speaker wires? In either case I would seal the hole but for different reasons. If the box contains 120 VAC it needs to be sealed for safety. You don't want anyone to be able to stick a finger in and touch a hot wire. If it's just low voltage or speaker wires I'd still want it sealed even if just with tape to keep insects from building a nest inside.
