Kenny clamp

What is the main purpose of this an is it not required in some areas?
No one local here in the supply houses including techs has even heard of it ,nor do they carry it though its been added to the NEC several years ago..
Im assuming it wont be a issue, not using this "Kenny clamp" when im inspected as
grounding meter box.Someone mentioned the importance of it though
I have a #4 copper coming in to neutral lug ,as ground,on bar from the rod.

Any info is appreciated

There is no NEC 2010, only 2008 and 2011. I have never seen, used, or heard of a Kenny clamp. It looks like just a bushing for a ground wire to pass through. I normally will just drill a hole or use a plastic bushing in a 1/2" KO

The Kenny clamp was designed in Maryland by an inspector as I understand it. After getting it listed it became a local code requirement . I believe it has something to due with a NM clamp not being listed for the bare and possibly the choke as a gec passed through the hole in a panel.

Sounds like politics in action.

Definitely politics in action. For 99.9% of the applications... the NM clamp has worked fine.
