Main Power Cut-off?

Main Power Cut-off?
At a particular property site.....the garage is detached, and the meter/incoming power are on the exterior wall. On the inside wall adjacent to that there's a box with this in the photo...is it a disconnect or other term?
My question is how does one disengage the main power here?
The house is fed beyond this point, which has 2 sub panels--no main breaker at either.

Grasp the squared off C shaped wire in the middle of that rectangular black gizmo and pull it straight out, towards you.
That black gizmo is the main disconnect and I think there are two cartridge fuses in the carrier/cover that will come off when you pull the handle..

I see something double tapped on bottom right lug. (Which is not allowed)
Not sure which side is the feed, but if the bottom one is feed, something may still be live even with the disconnect pulled out.
So, watch out for live circuit.
It appears smaller gauge black wire taped white on neutral block is paired with double tapped black wire feeding something. Possibly another sub-panel with 120V only.

Yes all correct about the tapping and 120v sub panel. It's a side issue for later, but been that way apparently for 40 years.
